Broadband Manager, City Manager's Office of Civic Innovation, City of San José

As the City of San José Broadband Manager, J. Guevara is responsible for the day-to-day strategy and execution for one of the largest 5G small cell deployment in the nation through public-private partnerships with AT&T, Verizon, and Mobilitie. The deployment includes over 4,200 small cells valued over $500 Million in private investment and will generate up to $24 Million for the City of San José's Digital Inclusion Fund aiming to connect and sustain adoption to 50,000 households. With over a decade in the public sector, J. uses agile methods and human-centered design with a dedicated team that values the customer, learns through data, and iterates to improve the permitting process to meet industry needs for speed and predictability while achieving and protecting public benefit.
