Philip Neufeld is Executive Officer for Strategic Research & Policy Analysis at Fresno Unified School District, serving over 70,000 students. His work bridges network infrastructure, digital equity, and learning systems design. At Fresno Unified, he helped leverage E-rate to deploy leased fiber rings, modernize core network and cybersecurity architecture, and pilot private LTE and Wi-Fi–enabled buses to support learning beyond the school day.

Philip is Board Chair of the Schools, Health & Libraries Broadband Coalition (SHLB), where he works at the federal level on E-rate, Universal Service Fund policy, cybersecurity pilots, and broadband access for community anchor institutions. Regionally, he co-founded the Fresno Coalition for Digital Inclusion to expand affordable, high-quality internet access. Philip holds an MBA and EdD from California State University, Fresno.
